Legally compliant electronic bills without digital signatures
EU-wide service for simple electronic billing to be launched first in Germany on 01 July when EU Directive for simplified electronic invoicing will become national law
Luxembourg, 07 June, 2011 – regify S.A., will introduce regibill®, a new software product for simple electronic billing. regibill® complies with EU Directive 2010/45/EU that aims to facilitate electronic invoicing. Germany will be the first EU country to adopt this directive by passing a corresponding law in July of 2011. The new regibill® service will comply with all legal requirements including those for taxation. "In the EU, 28.5 billion invoices are written per year of which 90% are still on paper", says Kurt Kammerer, regify's CEO. "Potential savings from electronic billing are huge. Moreover,, the EU has recognized that the technical requirements must be altered as they had been far too specific in the past." regify estimates that the new requirements will facilitate more than 40% of invoices in the EU or 10 billion invoices per year being electronic ones by 2015.
Germany will adopt the major elements of this EU Directive and pass a law that shall be effective as of 01 July. From then onwards, all electronic invoicing solutions will be permitted which ensure that the identity of the sender of an invoice and the integrity of the invoice itself can be validated for a 10 year period. In addition, the invoice must be readable within this period.
Two versions depending on the requirements for confidentiality
In order to be able to use the regibill® electronic billing service, the sender must register once using their VAT ID number. If the invoice senders issues large numbers of them, they may choose to become a regibill® provider themselves, whereas smaller ones will use the regibill® service via a commercial provider. Users of the service can use their e-mail infrastructure as is. The service works for all invoice formats, for all user groups and in conjunction with any archiving solution. Target customers for the regibill® service are companies and organisations of any size, including the public sector. In the ”regibill® standard“ version, the electronic invoices are not encrypted. This standard version is suitable for all invoices that are not confidential and should be handled in the easiest way possible. Legal compliance is ensured as well via the audit trail that regibill® supplies . The premium version "regibill® premium“ adds confidentiality between sender and addressee via end-to-end encryption. Also, the sender of the invoice is notified once the addressee opens it. "With these two alternatives we address the complete set of requirements for senders and recipients of invoices", says Kammerer. "Whereas the standard version makes electronic invoicing as easy as possible, the premium version also takes care of the confidentiality issues".
